Import Debian changes 1.1~pre3-1

tinc (1.1~pre3-1) experimental; urgency=low

  * New upstream release.
  * Bump Standards-Version.
  * Enable parallel builds.
  * Bump debian/compat to 9, so tinc gets build with hardening flags.
  * Move tinc-gui to its own package.
