An outlined secondary button (Cancel, a row's ⋯ menu, the console and VM action buttons) takes the theme's secondary colour, which sits near the page background in many Bootswatch themes: its text was at 1.3:1 in Darkly and Materia, under 3:1 in a dozen others. It now takes the page's own text colour and a muted border, set on the button itself because some themes set it there and not through Bootstrap's variable; its hover and disabled looks stay the theme's.
