Subject: [PATCH] chore(ci): the coverage floor keeps one point of room on the
 PostgreSQL leg

The floor applies to every CI leg; the PostgreSQL leg skips more tests
and measures 85.3% (SQLite 86%), so a floor of 85 left it 0.3 points.
84 keeps the one point of room the floor is meant to have.
