chore(settings): settings-dev without obsolete keys

TEMPLATE_DEBUG has been unused since Django 1.10 and debug toolbar no
longer reads INTERCEPT_REDIRECTS; DebugToolbarMiddleware goes first, as
its documentation asks, instead of after django-axes.
