Motivation:

When I want to store items long term because I am not actively using them it would be practical to keep a location index on them in Toolshed to find them more easily when people want to borrow them.

Acceptance Criteria

Add a Page that allows users to define a set of locations, with a title and maybe pictures of the location attached.
Allow for locations to have parent locations.
Add a Dropdown to the Item creation dialog which allows users to search and select a single location for their item.
When the search string entered in the location selection dropdown does not exist, pressing enter will create an empty location with that name so that information can be added to it later.
