Changed drastically because it didn't work correctly:
...
- Don't cache the --with-openssl-* option arguments
- Only search for openssl/*.h, the openssl include files include other
files only from an openssl/ directory too
- Set CPPFLAGS before AC_CHECK_HEADERS
