extras/timekeeping -- provide POSIX-like interface

Provide POSIX-like timekeeping utilities using system clock
to support monotonic, accurate, timezone-aware time

Implements settimeofday(), gettimeofday(), and adjtime()
Utilizes setenv() and tzset()
